The Spokane County Regoinal Water Reclamation Facility is a 8.5-mgd, greenfield treatment facility utilizing membrane bioreactor technology to meet some of the more stringent effluent limits in the Pacific Northwest. The facility is required to meet a summer total phosphorus limit of 0.050 mg/L on a monthly average basis, together with an ammonia-nitrogen limit of 0.25 mg/L and a total nitrogen criteria of 10 mg/L. Spokane County elected to use the design-build-operate alternative delivery model for this new facility. The facility first discharged plant effluent to the Spokane River in December 2011.
