The paper describes a treatment evaluation which lead to constructing a membrane bioreactor (MBR). The City of Redlands (California) Municipal Utilities Department considered options and implemented an MBR at a conventional municipal wastewater plant to upgrade and meet both the State of California permit requirements and the needs of the electrical power generating facility for reclamation. Construction, scheduling, and start up issues are considered.
