Electric Utility Joint Action, An Idea for the Water Industry

This paper explores the ideas for developing organizations to persue large economy of scale water projects beyond the individual systems. Also discussed are barriers to the implementation of projects which includes the ability to pursue a wide range of development and funding mechanisms including public private joint ventures and large scale cooperative efforts under umbrella organizations; a clear and defined regulatory path for project study, development and approval, and effective advocacy and promotional umbrella organizations.
