The Chino Basin Desalter Authority (CDA) is a Joint Powers Authority consisting of eight members and owns the Chino Desalters (I and II). The Chino II desalter began operation in 2006 with a capacity of 10 mgd, and was expanded to 20.5 mgd in 2011. High brine disposal costs, brine line plugging, and the availability of construction-related grand funding prompted the CDA to move forward with a brine reduction process downstream of this facility, known as the Concentrate Reduction Facility (CRF). This presentation presents the evolution of a project that addresses brine reduction at the Chino II desalter and presents a path implemented to meet disposal goals and recover potable water using an advanced water treatment process consisting of pellet softner reactors, clarifiers, media filtration, and a secondary reverse osmosis (RO) system.
