This paper presents full-scale start-up and performance results for the upgraded East Valley Water District Plant 134, with the implementation of enhanced coagulation using ferric chloride followed by in-line filtration with submerged PVDF membranes. Operational approaches and results relative to disinfection by-product (DBP) precursor and total organic carbon (TOC) removal are presented.
